Prior Information Notice: Family Support and NEET Support Service

Background

Kent County Council (the Council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.

The Family Support Service

The Council are seeking to commission a service that delivers wrap around support to families and young people. The new service will form part of Early Help and Preventative Services and will add capacity to the internal units to support the most vulnerable families; those that are identified as meeting a minimum of three Troubled Families Criteria. The service will deliver a flexible, innovative and holistic family approach that makes significant progress towards achieving outcomes that support the Troubled Families Programme.

The NEET (Not in Employment, Education or Training) Support Service

The Council are seeking to commission a county wide service that supports its strategic commitment to reduce the number of NEETs within the County to <1% by 2017. The service will form part of Early Help and Preventative Services, who are working to achieve this target. The Service will engage with young people 16-18 years old, or up to 24 with SEND (Special Educational Needs and Disability), that have been NEET for 26 weeks or more or have shown previous non-sustained EET.

“Market Engagement” Event

The Council would like to invite interested parties, who currently provide or have experience in working with families to achieve better life outcomes or with vulnerable young people to support their engagement in education, employment or training, to a presentation to outline the service requirements and to understand more about the delivery model and the proposed procurement timeline.

The event will be take place on Monday 9th May 2016, 9.30am – 11.30am, in the Lecture Theatre at Sessions House, Maidstone, ME14 1XQ.

Please arrive at 9am for registration, presentations will start at 9.30am and finish at 11.30am, with networking scheduled until 12.30pm.

All information from this event will be shared at the end of the process.

This is a Prior Information Notice to inform potential bidders of the Council’s intention around these services. It will also provide the market with the opportunity to engage with the Council on the proposed specifications and for the Council to gather market intelligence.

Please note this is part of the market engagement and not the tender phase. The Council will carry out a tender workshop to tenderers who express an interest in the tender opportunities.
