Life Chances Fund Social Impact Bond Feasibility and Development Support

The Life Chances Fund (LCF) aims to help those people in society who face the most significant barriers to leading happy and productive lives and aims to tackle complex social problems. The funding has been committed by government to contribute to outcome payments for payments by results (PbR) contracts which involve socially minded investors.

Medway Council wishes to further develop recovery service provision utilising a Social Impact Bond (SIB) that would provide support to a cohort of opiate dependent adults in Medway who have been engaged in specialist substance misuse treatment for over 10 years and who have not successfully recovered  from dependency. The product will be used to inform future service development intentions for Medway Council and it’s partners in regard to the provision of services and resources to reduce drug and alcohol related harms for individuals, families and communities.

Local data indicates that a significant proportion of opiate dependent adults in Medway have been engaged in substance misuse treatment, with 43% accessing treatment on and off for over 10 years. Less than 10% of opiate dependent adults successfully complete specialist treatment each year. By supporting opiate dependent adults in accessing local provision and resources that enable recovery from dependency – in particular, promoting access to education, training, employment, positive personal relationships and appropriate housing – a greater proportion of the cohort will be able to exit specialist service provision, leading settled and sustainable lives and placing a reduced burden on health and social care services.
